No seriously. Silver never leaves Cepheus. He will never tag a post that is in any place other than Cepheus (and games). (He did tag Syoaran's intro, but I action-tagged him to inside the dorm looking out) He honestly just. Sits there. And stares. Creepily. He is probably rarely seen to actually even move at times, though he watches everything. Wherever he is sitting within the dorm, he can see into the kitchen, out the door, and inside his own room, all without ever moving more than his head. And every time someone walks in, he watches them. Listens to them. It's best to assume that, if you have a conversation in the Cepheus dorms, Silver heard it, unless you went into someone's room.
Another note. Silver never speaks to Lucky/Excel/Teriha in public. For that matter, he only speaks to her in the privacy of his bedroom. He won't even actually speak to her in the games. He will never speak to her where anyone other than Cepheus could see. It is safe to assume that unless you are Cepheus or constantly around Cepheus, you would have no reason to even assume they know each other (barring knowledge from Flowers/from the other Ilpa, obviously). For now, all Excel/Ilpa interaction is on-screen, because it just is.
When he thinks no one is around, he does talk to himself. And read the Cepheus journal over and over and over and over. And talk to himself. Most of this is completely nonsensical. I will do some IC posts on this, but suffice to say that when he's talking to himself, there is no point in trying to listen to him, because you won't get it.

08:55 pm - Brief Note First of all, this Ilpa is not the same as the previous Ilpa. He won't have the same memory list, and he'll come in completely wiped. He's also not the same in that he is manga-verse. This is a huge difference. The largest one being that the anime is full-on crack, and anime-Ilpa is played up for more crack. The manga is cracky, but it is actually a fairly intense mystery/suspense story, and manga-Ilpa is a mysterious character who does some pretty crazy things at times, but has explanations (either IC, or revealed through the story to readers) for what he is doing and why. Another major difference (which I will touch on more later) is the split personalities. In the anime, IIRC Ilpa actually breaks late in canon, goes crazy, and starts killing shit/taking over. In the manga, Ilpa is broken from the beginning, and actually gains sanity points as he breaks further.
I could essay on all the differences, but Excel could do it better, and probably has in her LJ journal somewhere.
Secondly, if anyone happens to be a mindreader who might conceivably do a quick scan of someone's mind, read this (Jace, I'm looking at you).
Il Palazzo is broken. In a weird, Excel Saga type way. He does, in fact, have two separate personalities, and he will in Sabra right from the beginning. The thing is, the one personality (late-canon dominant) will be asleep, only beginning to awake as Ilpa begins to get memories back or gains useful knowledge of the surroundings he's in. The other personality (early-canon dominant) is the one that will be in charge then, at the beginning. If a person were to, say, run a quick scan over his mind, they would not find the other personality.
What they would find is a break in Ilpa's mind. Right now, and until his alternate personality really wakes up, there is no connection in Ilpa's mind between his huge convictions of what is right, and actually going out and doing them. It's like realizing that you are hungry and need to eat, but not having the ability to connect that to going to the kitchen for a sandwich. Moooooost of his basics are fine. He will still be able to go get food, though his team will have to babysit him a little at first. This mostly only applies to major things. For example, he will be highly motivated to win games, but he won't be able to connect winning games with him participating. Anything that could conceivably put him into danger will have this sort of disconnect. He doesn't realize it's there, though, and if asked, he would reason it away as something THE GREAT MYSELF would not do. On the other hand, he will actually do things if asked right. He can see the logic there, but it will have to be explained to him. It really does come down to his sanity issues.
Technically, an in-depth mind scan could discover the alter-ego, but I'd have to talk to Excel about what that would do. I suspect that you don't want the alter-ego's attention focused on you, ever.
Thirdly, this Ilpa is the information-gatherer. In canon, his personalities seem to be split into one that is passively gathering information (early-canon dominant) and one that uses that information to effectively carry out his goals (late-canon dominant). He will latch onto the nerd group and demand information and store it away. There will be times he brings up things that are TOTALLY CRYPTIC and very strange, and yet in his mind they will be related to what he is looking at. Just wait until the other personality gains dominance. Things will REALLY get interesting then.
